Oscar Huerta Melchor is a policy advisor and project manager on public governance and urban development at the OECD Centre for Entrepreneurship, SMEs, Regions and Cities (CFE). On public employment and management Oscar has led comparative studies on change management, diversity in the public sector, and strategic workforce planning. On urban development policies he has led several urban policy reviews and thematic projects such as accessibility, the governance of land use in Korea, and innovation in cities. Recently, Oscar led the urban policy review of Kazakhstan and the metropolitan review of the Valle de México. He drafted the report on Enhancing Innovation Capacity in City Governments published by OECD and Bloomberg Philanthropies, and the OECD report on Leveraging Investment Transport Infrastructure for Rural, Urban and Regional Development. He holds a Masters and a PhD in comparative public policy from the University of York, United Kingdom. He graduated from the National Autonomous University of Mexico.
